From Benoit: "Now the .TXT file you sent me I noticed something: All the places where there was no postal codes, they’re all orphelins of provinces, that reprensent couple hundreds of places... I can work on this manually, but if can re-export and adding the “provinceId” fields in the exportation, that would save us at least couple weeks of work. " 

I'll export the lists again.

I see items showing up at https://commons.wikimedia.org/wiki/Commons:Monuments_database/Statistics , closing as fixed.
