I tried to deny titles containing a BOM by adding a regex to TitleBlacklist, so that only admins can create and edit those pages http://test.wikipedia.org/w/index.php?title=MediaWiki:Titleblacklist&diff=prev&oldid=139140 (we had a problem on dewiki because some people used it).

Viewing rendered version of http://test.wikipedia.org/wiki/%EF%BB%BFTest is not a problem. Even editing this articles as admin works as expected.

But if you are loading the edit formular by action=edit and you do not have edit permission apaches are always returning a 504 error http://test.wikipedia.org/w/index.php?title=%EF%BB%BFTest&action=edit 
Also the secure proxy https://secure.wikimedia.org/wikipedia/test/w/index.php?title=%EF%BB%BFTest&action=edit returns a 502 proxy error response.

I can't reproduce the issue locally. I know that test.wikipedia.org has some issue currently with Apache segfaulting.

Definitely the same as bug 38364, so I am closing this bug as a duplicate.
