When linking a local (i.e. not from commons) to a page with the prefix file (e.g. [[file::name of pdf.pdf]]) the link doesn't appear on the image page and the file is placed on [[special:unused file]]. If the prefix is media (e.g. [[media::name of pdf.pdf]]) this doesn't happen. I don't know if this is a bug or it is by design, but it isn't the expected behaviour anyway.

However I cannot reproduce (I assume you meant to use a single colon, not two colons). I tried adding [[test:File:Breakfast Menu.pdf]] to [[test:User:Bawolff]], and the link appeared on the image page just fine. Do you have an example of this bug?

Oh I see, you meant a non-embedding link (aka [[:File:name of pdf.pdf]]). That's more intentional. Things that link directly to the image description page instead of the file itself are listed at Special:whatlinkshere instead of directly on the file. *** This bug has been marked as a duplicate of bug 22943 ***
I wonder why [[:media:name of pdf.pdf]] does work, that is the weird part.
