The error you get when you access Special:Cite.

PHP: 5.3.0
MediaWiki: 1.17.3
Branch: REL1_17

When accessing Special:Cite, I get the following error:

You have requested an invalid special page. A list of valid special pages can be found at Special pages. Return to Main Page.

What does this mean? Any way to re-enable this special page? Or is it the special page is only available at a later version of the extension?

It's been there for ages

You also need to add require( $IP . '/extensions/Cite/SpecialCite.php' ); to your LocalSettings.php
