Any thoughts on how to deal with this Brion/what's causing it?

i remember something about hr tags vs borders on an earlier whatsit; borders were more stable iirc. if we're already using borders then... uhoh :)

this is a bug we cam live with though, its just mildly annoying once you notice it.
