Page URLs are at least in some cases returned as HTTPS, even if the call to the API uses HTTP. The URLs should be protocol-less if possible, only using the protocol if one of HTTP/HTTPS is not supported, and otherwise act as a network-path reference http://tools.ietf.org/html/rfc3986#section-4.2

This works as it should now, but accessing the test site only works for http. 

http://wikidata-test-repo.wikimedia.de/w/api.php?action=wbgetitems&sites=enwiki&titles=Oxygen&props=sitelinks|sitelinks/urls

I suspect the previous failure was due to the urls read from the config.
