Is there any reason not to include ConfirmEdit in the core?  It seems that fighting spam is a major problem for just about every MediaWiki installation these days - so it seems logical to build in a partial solution.

I imagine some wikis may want it disabled, either because it's not public or they use something else, but having it available by default is something worth considering.

1) Core should be as light as possible.
2) There are various types of CAPTCHA, different wikis may prefer different ones.

Suggesting WONTFIX.

I suggest just distributing this extension in the releases instead.
