Please allow the user to opt out of anything short of an actual change.

Mainly he doesn't want to know about any rejected changes to moderated pages.
(| [checked revision] |[unchecked revision] )

Only if an actual change is approved does he want to know.

So there are two types of people who care about notifications.

Those who want all, and those who only want to know approved changes.

(Of course one would also like to opt-in to always  being informed of MY edits being accepted or rejected.)

"checked revision" sounds like part of an extension or is that part of core?

If part of an extension, than that extension must handle that. FlaggedRevs has something like that.

Hmmm, maybe I succeeded in turning off
