Wikidata could benefit from some refactoring of the interlanguage and interwiki link handling in core. The idea is to migrate from the "interwiki" table to the new "Sites" facility. See also relevant discussions on wikitech-l.

Can you explain what the (13) is supposed to mean?

Also, if this is blocking something inside Wikidata, please indicate dependency with bug IDs (e.g. a general wikidata release tracking bug or a bug for implementing a certain feature in one of the wikidata extensions).

13 story points, per http://meta.wikimedia.org/wiki/Wikidata/Development/Current_sprint, and it means a to-do item currently assigned and being worked on.
