I understand that we are now making the review buttons available to everyone for testing purposes, because our prototype testing environment doesn't support existing user accounts well. Note that there is a bit of confusion now, because we show the Review button to anonymous users, but we don't show the curation toolbar. So we should consistently implement this for anons for now, until we have a better testing environment. Once we have a better testing environment, we will want to re-implement our recommendation that only auto-confirmed editors be able to review pages (to insure that newbies don't end up adding more mistakes into an already tense process).
