An item should sometimes be split in two, often because it describes an entity that is really two entities that share some time-space continuum.

An example is municipalities that often covers the same area as a town. Note that this example is not easy to solve as several Wikipedias treat them as the same, while others treat them as different entities.

I would like to see a design for how this should work before anyone starts working on this.
