If I use UploadWizzard with "de-at" (austrian german) as language I get the english descriptions, but there should be a fallback to de. There are some other needed fallbacks, full list should be there: https://commons.wikimedia.org/w/index.php?title=Template:GetFallback&action=edit
There shouldn't need to be anything specific done for this. It should follow the usual fallback chains in the core language files..

My language is set to "de-AT". When I open UploadWizard (even with your Link) I get the error message "Leider ist kein Lernprogramm in deiner Sprache verfügbar. Es wird daher das englischsprachige angezeigt." ~ "No learning program avialable in your language, english is shown instead." Right would be to show the german one. Same for als, bar, de-formal, de-ch, frr...
