The title attributes of our interwiki links is not really appropriate.

For instance a link to wikiquote about authors is presented as: q:Special:Search/Author

This should at least be something like: Special:Search/Author on Wikiquote

Krinkle, I agree having the sitename in the iw table is probably a good idea, but do we really need it for this ?

We could just use the prefix and load MediaWiki:Interwikiname-<prefix>
Then by default, we add messages for the common interwiki keys, specifically those of wikimedia

The benefit to this, is that we can easily reuse those translations for the interlanguage links.
Perhaps it's less clean, but might be sufficient ?
