Curation Toolbar - Mark as Reviewed - Personal Note feature

Replace the double-negative text prompt that now says 'Remove this page from the unreviewed queue?' with a clearer and more positive prompt:

'Are you done reviewing this page?'

When the page has already been reviewed, the prompt can remain the same for now:

'Return this page to the unreviewed queue?'

P.S.: When we add the personal note function, we will include a text box with an invitation to write a note for the page creator, as proposed in the attached mockup.

P.P.S: For the record, other prompts we considered for this feature included:
* 'Does this page belong on Wikipedia?'
* 'Should this page be included on Wikipedia?'

We settled on 'Are you done reviewing this page?' in our last discussion, because it relates more the the 'Mark as reviewed' button and is more representative of the actual review process, which is not an indication of quality.
