JobQueue::removeDuplicates doesn't seem to be very effective, since it considers the timestamp to be part of the job. I wouldn't consider timestamp to be relevant for most of the jobs.

https://gerrit.wikimedia.org/r/25888 removes job_timestamp from the checks..
