If the user navigates to Special:ItemByLabel with both language, label and description, and the description is wrong, then he will be redirected to the form to specify his inputs. There he can modify language and label, not the description. Clicking submit without changing anything he gets back to a second run but this time without the description and will find the page, possibly after a redirect to the disambiguation page. This is probably very difficult for the user to grasp. A possible solution is to do a second lookup if the first one with description fails. If the second one succeed the user should always be directed to the disambiguation page to make it clear for him that the page could be another than the one he is looking for.
Remove the description URL query parameter from Special:ItemByLabel.
