The API is now at http://wlm.wikimedia.org/api/api.php - the app should use this site. However, it should fall back to Toolserver when the main access point is inaccessible.

This has been captured in https://mingle.corp.wikimedia.org/projects/wlm_android_app/cards/145 and is currently being worked on.
