Currently when viewing campaigns certain campaigns have no monuments. These should probably not be returned in the api or printed in the app as these add noise to the browsing experience.

Arguably however it might be useful for a user to know whether their region has monuments or not (in which case feel free to close as a WONTFIX)

Certain admin levels are still empty - this is now due to the fact that window.CAMPAIGNS contains no information on how photos should be uploaded for these campaigns.

The admin levels are Canada, Chile, Denmark,Ghana,  India, Ireland, Israel, Serbia, Slovakia, Ukraine, United Kingdom - all display no monuments.

You're double-escaping the monuments: the proper URL is http://toolserver.org/~erfgoed/api/api.php?action=search&sradm0=ee&sradm1=ee-67&sradm2=V%C3%A4ndra%20vald%20(alev)&format=json

No I'm not.
This is a different problem.
The admin levels return monuments via the api however there is no entry in the window.CAMPAIGNS object so they are thrown away to prevent errors later in the code which depends on this.

Closing as this is confusing as there is another a reason these are now display as empty which is not related to url encoding. See Bug 39568
