For lack of a better description, see title. I'm not sure what the link between these weird bugs (if there is a link).

Here's what I've observed so far (in Chrome 21 on Mac):
* affects table of contents box
* affects catlinks box
* affects the anchor links inside list items
* The containers don't have a fixed width, the wrapping does not make sense.
* Started happening less than a week ago

Definitely a regression between Chrome 20.0.1132.57 and 21.0.1180.57.

I'm taking out code-update-regression and 1.20 release as target milestone, since this is only a upstream bug.
