If a user can't edit an item, the PHP code report the reasons for this to JS, so a meaningful message can be shown to the user. Examples would be "this page is protected" or "you are blocked" or "you have to be an admin to edit this".

wgRestrictionsEdit and wgRestrictionsCreate already provide something like this. Or so it seems from the documentation. 

Find out whether these are sufficient, and if not, what kind of information can and should be provided, and how. Keep in mind localization, especially wrt user group names.
