If you select an area at the top of the language selector (or don't, even), when you scroll down the language list, the focus/selected area jumps around, but doesn't affect displayed language list...

I either don't understand what you mean in this report, or you may be misunderstanding what's happening.

When you scroll through the list of languages, the highlighted area on the map corresponds to the list of languages you are looking at.

[18:45:39] <Reedy> When I select EMEA and scroll to the bottom of the list it goes to worldwide
[18:45:50] <Reedy> scroll back up, and it selects America
