Why is the gif at

not animating?

Because it's a thumbnail, which is taking rendering of the first screen, not resizing the original image

The problem was due to the image being too large.

Changing resolution from fixed -> invalid (That's still not quite right resolution for this bug). Fixed implies somebody changed MediaWiki to allow scaling of the original image.
