The message pagetriage-mark-tooltip says:

"Mark page as reviewed (or unreviewed if already reviewed)"

It is very confusing. It should just show the current appropriate action.

Good catch!

I agree this should be changed to a conditional tooltip, which would either show this phrase, depending on the review status:

"Mark this page as reviewed"

... or this phrase:

"Mark this page as unreviewed"
