http://en.wikipedia.org/wiki/File:Waratah_Technology_Campus_Memorial_Entrance.jpg was deleted by Explicit at 00:17, August 16, 2012. The two page edits were deleted, but the actual file is still there. I don't think there's a way to intentionally delete only the file description (and plus there's no reason why he would want to do that), so it's probably a bug.

Do you have a link / URL to that file?

Testcase not around anymore plus file storage setup has changed a lot in the last months, so not worth investigating anymore (unfortunately)...
