There are two "Washington"s under "United States". One contains "District of Columbia", the other contains various counties in Washington state. It looks as though the order is reversed between "District of Columbia" and its Washington... Washington, DC should be the lower level probably?
I guess the first one should be renamed to Washington DC
In our ISO-3166-2 data I've updated the adm1 level to read 'Washington, D.C'. adm2 will still read 'District of Columbia', as that's how the data is recorded for DC monuments in the database. But at least now you can tell the difference between the washingtons. It should be live sometime later today.
