Cleanup template already has a 'reason' parameter, it's just labeled as "Describe issues to be addressed: "

So, if someone selects the cleanup template, can we insist that they use the "reason" parameter before letting them proceed? Otherwise there's a hideous wall of red text.

"reason" parameter is used in a couple of other tags ( expert, wikify etc). Do we want to make it required across other tags or just cleanup?

en.wp does AFAIK require it for other tags in the same way.
