At the display settings dialog, the user can access the language picker by clicking the more languages button (labelled "..."). The title for the language picker should be the more specific "Select display language" instead of just "Select language".

I think '...' still serves good and also a global caption.

Bug is not about changing the caption of ... button, but to change the title of resulting  language selector screen.
