Add new globals to define a maximum width and height.

If a new image on upload exceeds one of them, resize the image to that max dimension, drop a warning and save it.

Yes on Wikipedia it may make sense to store the original file and work with thumbs only but not every wiki is Wikipedia.

I assume the primary concern this would address is third party wikis who are on cheap hosts and have limited disk space?
