Observed on twn: when running processMessageChanges.php, translate_messagechanges.cdb is created. It apparently contains changes for groups out-eol-site and out-osm-site.

When going to https://translatewiki.net/wiki/Special:ManageMessageGroups?uselang=en, the labels for these two groups are displayed, but no message keys with changes are displayed.

It seems to me, inspecting translate_messagechanges.cdb, that at least some of the keys in there may be ignored, but others are not.

I fixed an issue with keys which were marked as new in cdb but target message actually exists.
