Based on the consensus reached in https://pt.wikipedia.org/wiki/Wikip%C3%A9dia:Esplanada/propostas/Cria%C3%A7%C3%A3o_de_dois_novos_estatutos_%2818nov2011%29, implement the flag with the following settings:

$wgGroupPermissions['editinterface']['editinterface'] = true;
$wgGroupPermissions['editinterface']['editusercss']   = true;
$wgGroupPermissions['editinterface']['edituserjs']    = true;

Note: Other wikis frequently add editprotected, to allow protected templates edition.

After some discussion there, it seems there is no consensus to add the "editprotected" right to the group.
