When clicking twice on a region, Worldwide becomes the current selected region. 
Since all languages can now be accessed by scrolling, a "General" view is not useful. "Disabling" a region should be avoided since users may just select the Worldwide region (which causes less surprise).

In second click, the region becomes inactive and we switch to initial viiew - there the WW is default selected. Are you suggesting to remove the "toggle selection" behavior bu clicking twice on a region and always consider click as selection?
