If a user has no connectivity, the app should still function - the menu should be accessible, saved pages should be readable, download can be cancelled, back should work, etc.

related to 40014, which could possibly be considered a duplicate of this bug

I believe this refers specifically to loading a link from a saved page when there is no connectivity.
