UI failure

When deleting a banner, it is expected that the UI goes back to the banner list. What happens instead is the 'create a banner' UI gets partially loaded and breaks the rest of the page. See attached screenshot.

Fixed a while ago when we rewrote the CentralNotice banner editor UI.
