This feature will enable users to share links to the feedback form by adding a special parameter (e.g.: #feedback) at the end of article URLs.

Here's an example:

http://en.wikipedia.org/wiki/Tarmac#feedback

Clicking on this link would take the user to the Tarmac article, then scroll down to the bottom to show the feedback form. Essentially, it would work the same way as 'Add your feedback' in the toolbox, and could even highlight the feedback form in yellow, if that's easy to do (that highlight is not a hard requirement).

This would make it easier to invite users to post feedback on an article by giving them a special URL that links directly to the form, without having to scroll all the way to the bottom of the page. 

I first encountered this issue when posting on the New Yorker site to invite their readers to comment on the Philip Roth incident for the Human Stain article. There was no easy way for me to point them directly to the feedback form.

#mw-articlefeedbackv5 should work

I could change it to something else, although I would discourage "#feedback" (prefer something mw- prefixed) since "Feedback" may very well be a page's section title, which automatically will be linked to (from TOC, etc) as #feedback.
