As a translation manager, I want to be able to populate fuzzy on a per namespace basis, so that I can clean up after my own mistakes, not having fuzzied messages when they were changed, or fixing imports for key that didn't exist at the time of import, so that checkers didn't fire.

populateFuzzy doesn't actually run checkers.
