Mailing list for the Colorado area for purposes of facilitating the organisation of the organisation of events, general communication, and the proliferation of squirrels. 

Initial admins would be me and gaurav at ggvaidya dot com.

Well, this time it was because the title summary thing is a lot further away from the description/initial comment than I expected, and with no way to edit said description, there is subsequently quite a gap between the different bits of relevant information.

And adding another comment to repeat the title would have just been weird.

This is because we used to have "editbugs" for all users by default and then there was a period of Bugzilla vandalism where people were adjusting titles, editing components etc. Now automatic assignment of this user group has been disabled for new users. Instead, Bugzilla admins add legitimate users to the group when they face problems.

I'm one of said admins, so I've added you to the "editbugs" and "canconfirm" groups so that your bugs will automatically be marked as new and you can adjust fields for existing bugs.

Also assigning this bug to me as I'm handling mailing list creation. 

Are there a number of people that will be joining this list? I ask because I can see we have Wikimedia-US-OH for Wiki[mp]edians in Ohio, Wikimedia-US-GA-ATL for Wiki[mp]edians in Atlanta and Wikimedia-US-NYC-Discuss for those in New York City which all seem to be relatively quiet lists.

But why should a permission be required to change bugs one submitted oneself? And is there any way to change comments regardless?

There should be at least a few, but I really cannot say much for certain at this stage, however we certainly hope there will be as otherwise we won't be able to do very much. If all goes well, this may well be the beginnings of a new chapter... or at least a pile of drunken bozos. But need there be a distinction?

That's the mystery of Bugzilla for you, and as far as I am aware you can't change/edit comments, there is an option to delete comments but that's been disabled and I think it's admin-only anyways.
