+++ This bug was initially created as a clone of Bug #40499 +++

Currently, the FlaggedRevs extension could be configured to select pages by namespaces. There is also a whitelist of pages not covered by the extension.

A finer, granular way to select a set of pages should be added, for example through a category (which I presume on most wikis would be an hidden one), or through (cf. arwiki case use) a blacklist system message ([[MediaWiki:revreview-blacklist]]?).

"The Arabic Wikipedia has voted to restrict usage of the FlaggedRevs extension exclusively to pages that are exposed to excessive vandalism. In order to implement this, we need to implement a solution whereby administrators can specify on which pages the extension should be enabled."

We've lost the use case, it appeared the requested feature weren't a consensus but a 5 vs 4 vote.
