Create a project for agile publishing of web tools.
Most users would have non-root access there, and be intended for a toolserver-like setup.

In its most basic incarnation, it would be composed by a bastion host and a webserver with a public ip. More webservers, caching proxies, etc. could be added later, but the user perspective should be the same.

The developers should be able to directly start coding their php or python app there without having to create a project, install apache, php, get a public ip... those would be provided by this umbrella project.

Done. I've added you as the initial sysadmin and netadmin for the project. The sudo policy has been left as the default (which allows no one root access).
