We have two LDAP servers for Labs. Fix the puppet config to point to both.

Assuming $ldapconfig["servernames"] is an array of hostnames https://gerrit.wikimedia.org/r/#/c/26956/ might do the trick. The PDNS docs say 'There can be multiple LDAP URIs specified for load balancing and high availability if they are separated by spaces.'

Looks like this happened again this morning where by one of the NS servers stopped returning records for a while, causing an intermittent outage for stuffs.
