Ribbon should stay at top of screen when scrolling down; it doesn't in Firefox 16.0 on Android 4.1.1 Galaxy Nexus.

Currently position fixed is only applied to iphone and Android devices to minimise testing. Please create a story for branching out to other browsers that are capable of supporting position fixed.

Worth at least a quick check on our 2nd-tier target devices to see what happens if we just use the position:fixed.
