Not sure how the exact scope of wikibugs-l@ is defined (which products/components it is expected to cover) and what the expectations of people watching wikibugs-l@ in Bugzilla are, but wikibugs-l@ is NOT subscribed to ALL components/products.

After spending 20min of investigating:

Product level:
To get bugmail for any changes in the products Cortado, Datasets, Huggle, mwEmbed, Parsoid, (Security,) VisualEditor, the only chance is to follow the default assignee listed on https://bugzilla.wikimedia.org/describecomponents.cgi . But that also means receiving all other bugmail created by her/him no matter which product the changes were made in.

Components level:
Several components in the "MediaWiki extensions" product that don't have the Default Assignee set to wikibugs-l@ do not always have wikibugs-l@ at least in the default CC list.
Same for "VIAF" and "WM-Bot" components in the "Tools" product.
Same for "lucene-search-2" and "Prototype server" components in the "Wikimedia" product.
Same for "bots" in "Wikimedia Labs".


(Fixing bug 37105 would be a different approach to solve part of the problem.)

Fixed. Now wikibugs-l@ should really report ALL changes to ANY bug reports (except for Security and deprecated products that are not open to new reports).

You do realise that it was already setup as a Global Watcher in the email config?

Darrn, of course I didn't (plus I had the vague feeling of missing out on some bugmail). That address was in the default CC of quite some components, but I shouldn't assume that people clean up duplications. :)

Then something's broken. I do not get all bugmail always.

I watch wikibugs-l@, I just commented on bug 22816, I didn't receive bugmail, because wikibugs-l@ is default assignee for that component, but that specific report had a non-default assignee. That means wikibugs-l@lists.wikimedia.org must still also be set as default CC to trigger bugmail.
