It could be made a special page that tries to identify outlier sitlinks for an item by identifying the clusters the external page belongs to and how many members the cluster have. If the number of members are few and non-dominant it is likely that the sitelink to the external page points to a page that does not belong to the item.
The special page will use an item as accessor, aka [[Special:UnlikelySiteLinks/SomeItem]], and list the unlikely sitelinks in ascending order with likelihood, site and page.
This kind of page is a maintenance page that aids in cleaning up existing items.
Adding an unlikely sitelinks should lead to a tag being added to the recent changes. The tag will probably be the most visible way to show this to the other users, and those other users is the one to take action to fix the edit.
Let's be realistic... We're not going to do it. This is a great thing for an external tool.
