Running a new installation of 1.21alpha on localhost, the default language of the first screen in zh, rendering it unusable for most people using western languages. Would it be possible to check the user's language from the browser and adapt the language selections based on that?

Defaults to english for me.
Hmm... strange. It might be a "localhost" thing, too. BTW, since I didn't explain it in my initial report, I'm running Mac OSX 10.8.2, Firefox (nightly) 19.0a1. Server: Apache 2.4.3, MySQL 5.5.28, PHP 5.4.7.
Further clarification: I just tried it with my newest MediaWiki (1.20.3). My $_SERVER["HTTP_ACCEPT_LANGUAGE"] is set to "en-US,en;q=0.5", and I'm still getting zh.
