Some pages e.g. http://en.m.wikipedia.org/wiki/Werner%20Bleiner show a toggle button but the toggle button doesn't actually work.

Looks like a bug in MobileFormatter.php as no #content_0 div is outputted and the other heading is not make to be collapsbile.

We intentionally don't collapse pages with rendered text < 4000 bytes.
