There was an issue detected on the WLM 2012 survey, where be-tarask wasn't translating the languages while be was. This was due to CLDR not having the country names in be-tarask.
An investigation showed that both be and be-tarask had English as fallback (we have a third variant, be-x-old, but that's a deprecated alias for be-tarask).


User:Wizardist considered that the best way out would indeed be to set the fallback language to 'be'.


Although originated in the toolserver, and on Intuition copy of the fallback rules, such change should be performed at a general level.

I filed a request for creation of be-tarask locale in CLDR earlier this day[1], so I think this fallback setting should be a temporary solution only.

As for now, it seems legit to me.

Actually, the two have little to do with each other. Fallback is in practice a trick used to make an incomplete locale seem less awkward by falling back to a locale more similar than English.

So it's not a temporary solution, even if there were to be a CLDR locale for be-tarask, which is awesome in itself, Paul,
