http://meta.wikimedia.org/wiki/Global_AbuseFilter#Technical_details specifies that global abusefilters should not apply to all wikis. $wgAbuseFilterCentralDB is probably insufficient for this purpose, because:
1.It is not easy to make changes to the list of wikis using global filters, but if CentralAuth wikisets are used, and an appropriate interface provided, this can be changed at any time.
2.Sometimes a filter may only have to apply to a subset of wikis (for example, all wikis with a single language).
3.The global abuse log should be searchable on any wiki.
The interface should be a checkbox or dropdown menu like the current Special:GlobalGroupPermissions interface, and should only show up if CentralAuth is installed on the wiki.
