Are your suggesting we transclude subtitles, With a similar mechanism that we use to display description pages? We would want to avoid captions being hosting per site. I don't think that would be ideal. Its confusing that you can edit a description page locally and on the host wiki. But It will be even more confusing to be able to edit subtitles locally and on the host wiki. I would suggest we just provide a link to commons timed text page for any remote asset? The video player itself does link to commons when you press "add subtitles"
I'm saying that: "There are currently no subtitles in English for this video, you can edit this page to add them" is wrong.

Lets update the page to provide a link to commons: https://gerrit.wikimedia.org/r/31419 Note the shared repo API really only provides a description page without means to decompose it, I thought it better to link to that ( instead of directly to the TimedText forcing name space which we don't have a way to consistently discover )
