This a follow-up to bug 41615. For certain deleted files, they cannot be previewed in Special:Undelete, but if they are actually restored, they become visible again. Deleting them again does not make the problem reappear. TL;DR: Merely viewing deleted files requires undeleting them.
Is this actually related to that bug? Are any newer files affected?
Aaron is still keeping an eye on this one, but since there's a workaround and we don't believe there's ongoing damage being created, putting this to low priority.
Yes, newly deleted files are affected. As an example, http://commons.wikimedia.org/wiki/Special:Undelete/File:Mercury_City_Tower_25th_July_2012.jpg doesn't work. The link to the file, http://commons.wikimedia.org/w/index.php?title=Special:Undelete&target=File%3AMercury+City+Tower+25th+July+2012.jpg&file=kfautsu9wed0ekunhq29cgs6xoxkjap.jpg&token=3a196ea99f1e4d4c8fa9852e258920be%2B\ gives an error message.
http://en.wikipedia.org/w/index.php?title=Special:Undelete&target=File%3AJEGS+High+Performance+Headquarters+in+Delaware%2C+Ohio.jpg&file=9oq5aya3hsiyvciqecl6ehoz0pd9rrz.jpg was broken before, though it seems to have fixed itself (no one restored it).
