If a user lacking the patrol right requests the patrolled flag from list=recentchanges, permission is denied: "You need the patrol right to request the patrolled flag". There does not seem to be any reason to restrict access to this permission.

Maybe the patrol right should be given out more, but it should still check for the permission. Contact your wiki's administrators to request the right.
