== Steps to reproduce ==

1. Open https://en.wikipedia.org/wiki/User:RobLa-WMF/Video_testing
2. Click the CC button on the player, then "Add subtitles"

== Expected result ==

The user gets an interface to easily add subtitles, or at least instructions on how to do it, like the {{closed cap}} template on the description page.

== Actual results ==

The user is sent to a red link on Commons, with no indication of what to do next.

If the video is hosted on commons it will take you to the timed text page there. Once TMH handler is running on commons it will provide you with a simple interface to jump into editing captions for that asset.

marked fixed, not sure what state we should mark bugs that only existing as part of a deployment window.
